What is the current rule for this area?
Under the current Bylaw, the Tauranga Harbour shipping channels are designated as a restricted anchoring area. This means vessels are allowed to anchor – but only if they’re ready to move immediately. That includes having someone actively monitoring the anchor, keeping an eye out for oncoming ships and being prepared to relocate quickly if needed.
Why
are we looking to prohibit anchoring in this area?
Unfortunately, it’s not uncommon to see anchored boats struggling to retrieve their anchor due to mechanical issues or because of strong tides. There have also been instances where skippers weren’t fully aware of approaching ships, requiring intervention from our maritime patrols.
Why is this such a concern?
Large ships navigating the channel face unique challenges. Because of their size and draft (how deep they sit in the water), they can’t easily stop or change course. Their visibility from the bridge is also limited, especially when it comes to spotting smaller vessels directly ahead. That’s why smaller crafts – including yachts – are required to give way to ships over 500 gross tonnes in these channels.
What risks do anchored vessels pose?
When a vessel is anchored in the channel, it can create a serious safety hazard. Large ships may be forced to change course to avoid a collision, which could lead to grounding in shallow waters outside of the channel. This not only puts people at risk – it could also have catastrophic environmental impacts.
How many incidents have occurred as a result of anchoring in the shipping channels?
Between 1 July 2022 and 30 June 2025, there were 14 reported incidents or near misses directly linked to anchoring in the shipping channels. These reports do not include occasions when maritime officers have asked vessels to move due to approaching traffic. The maritime team are concerned about this trend and are looking to take proactive steps to keep everyone safe.
What does 'prohibited anchorage' mean?
In a prohibited anchorage, you cannot anchor or moor a vessel at any time, except in an emergency. If the Tauranga Harbour shipping channels become a prohibited anchorage, you will still be able to fish by drifting or using a trolling motor but dropping anchor in the channel will no longer be permitted.
