Regional Council adopts two amendments to the Regional Navigation Safety Bylaw

26 March 2026

At the full Regional Council meeting on Thursday 26 March, the two proposed amendments to the Regional Navigation Safety Bylaw 2024 were adopted.

Topic 1 Passage between Astrolabe Reef exclusion zone and Motiti Island. Strong support was received from the public with 83% of submissions being in favour of an additional exclusion zone for vessels exceeding 500 gross tonnes that covers the area between the existing Astrolabe Reef exclusion zone and Motiti Island.

Topic 2 Anchoring in the Tauranga Harbour Shipping Channel. Mixed support was received from the public with 31% of the 29 submissions supporting the change; however, this was weighed up against risk management best practice which requires strong mitigation where consequences are extreme, even if the event is infrequent.

Next steps.

The amendments will be sent through to the Ministry of Transport as part of the ongoing process of bringing the Regional Navigational Safety Bylaw 2024 into force.
